The
Ministry of Unity (MoU) is a federal executive Ministry of
Super Earth. As the law enforcement Ministry, it is responsible for maintaining the internal safety of the Federation by ensuring that all citizens are united as one and stamping out any threats to Super Earth's security from within.
Following the amendment of the F.R.E.E.D.O.M. Act of 2184, the
Ministry of Unity gained access to even more tools to keep
Super Earth citizens safe, and later played a key role during the officially declared "War on Dissidence" in late 2185.

A possible appearance of the

The often mentioned Loyalty Officers are part of the
Ministry of Unity.[1] The Loyalty Officers are likely the main police and security force of the Federation, ensuring the loyalty of local neighborhoods as well as civilian and military facilities. This is supported by the
Ministry of Unity posters emphasizing that "Loyalty is rewarded", the ship TV announcements encouraging citizens to report dissident activity to the Loyalty Officers, and the story from the Service Technician about the "local Loyalty Officer" in their hometown.
Loyalty Officers are responsible for enforcing the Federation's laws, including detaining anyone they deem a threat to Super Earth or anyone engaging in illegal activities, such as unlawful possession of military documents. It is also likely that Loyalty Officers operate the Freedom Camps where dissidents are sent (when not publicly executed).
While this remains unconfirmed, it is likely that the armed patrolmen roaming the streets in black uniforms in Helldivers 2's intro cinematic are the Loyalty Officers. This is supported by the fact that the patrolmen are seen wearing a unique helmet with a single long eye-slit, similar to the BP-20 "Correct Officer" helmet available in the "Force of Law" Warbond.
The Loyalty Officers are not to be confused with the
Ministry of Truth's Democracy Officers. Rather than police, the Democracy Officers instead appear to act as propaganda spokesmen for the Ministry of Truth, being primarily responsible for providing government-approved information and news, as well as motivating
S.E.A.F. troops with inspirational quotes.

S.E.A.F. forces, supported by Loyalty Intervention & Enforcement Squads, detain 14 individuals wearing tinfoil hats at the Democroffee Café.[2]
The Loyalty Intervention & Enforcement Squads are tactical units of the
Ministry of Unity's police, deployed to find and apprehend traitors, and presumably made up of specialized Loyalty Officers. Unlike other units of the Ministry which are focused on investigating possible dissent, L.I.E.S. are activated when dissident activity has been confirmed and immediate action is required to ensure the safety and unity of the Federation and its loyal citizens. L.I.E.S. units are presumably equipped with specialized weapons and equipment not normally issued to regular police units, and trained in special tactics to arrest and/or neutralize confirmed dissidents.
While some serious cases of dissidence are no doubt handled by
Ministry of Defense assets like the
Helldivers (such as the Helldiver Defenders doubling as riot police in the early years of the Federation), the L.I.E.S. appear to be the
Ministry of Unity's response unit in the face of these threats. In times of Patriotic Emergency - and with the
Helldivers largely occupied fighting the Second Galactic War -
S.E.A.F. garrisons with support from L.I.E.S. units are deployed to maintain order until the crisis is resolved.
Democratic Investigation Agency

The Democratic Investigation Agency, occasionally mentioned by the ship TV announcements, likely serves the role of an "Inquisition" within
Super Earth and, therefore, reports back to the
Ministry of Unity, behaving much like a secret police.
Chamber of Unanimous Decision

The Chamber of Unanimous Decision is, presumably, a place of very high interest to the
Ministry of Unity. There are scarce details on this Chamber, though its name and importance to the Ministry may imply that it is some kind of tribunal or judicial court.
It is mentioned that the entrance to the Chamber of Unanimous Decision is called the "Golden Gate" and is colored in the same tone of yellow used in the "Cresting Honor" cape's lower end. Additionally, those who guard the Chamber of Unanimous Decision are said to don the "Humble Regalia" cape "since time immemorial".
Detaining the "Dr. Dissidents"
The TCS scientists arrested by the
Ministry of Unity.
After the failure of the Terminid Control System, the
Ministry of Unity was responsible for arresting the disgraced researchers from the
Ministry of Science who had created the TCS. Under custody of the
Ministry of Unity, the scientists - Egon Sonntag, Freda Harber and Pauline Dupont - were all thoroughly investigated for dissident infiltration; ultimately, they were convicted and had their Citizenship revoked.
The Dark Fluid bomb scientists are investigated for
Illuminate mind control.
Similarly, when the
Illuminate used the Meridian Singularity to return to the galaxy, an investigation was launched to determine if the scientists responsible for developing the Dark Fluid bombs used to destroy the
Terminid super colony and create the singularity were secretly under
Illuminate mind control the entire time - with a particular focus towards the Dark Fluid Project director J. Roger Ostermeir and theoretical physicist Petra Lombardi.
The FREEDOM Act
The
Ministry of Unity advises troubled citizens affected by
Illuminate attacks to join the
Helldivers.
One of the greatest casualties of the
Illuminate campaign of terror was every citizen's sense of safety: many in the
Federation fear their colony will be next to be attacked, or that their loved ones will be twisted into the Voteless.
In order to restore the safety of the Federation's citizens, the
Super Earth Government unanimously voted to enact the Freedom & Readiness to Enable Effective Defense & Obstruction of Mind-Influence Act of 2184, or more simply the F.R.E.E.D.O.M. Act. This act gives the
Ministry of Unity the tools it needs to keep citizens safe from external and internal threats. It also created a new security force dedicated to loyalty enforcement, and empowered them to find and interdict
Illuminate mind-influence, dissidence, and other serious crimes.

In order to ensure these tools are used to maximal effect, the act additionally authorized construction of the
Centre for Civilian Surveillance and Safety on the planet of Mastia. At the time of the act coming into effect, the world was occupied by the
Automaton Legion; although this complicated the initial construction plans, it also had the positive side effect of ensuring the planet was free of traitors.
Following the completion of the new center on Mastia, the FREEDOM Act was fully implemented, marking the auspicious beginning of a new era of safety and unity. Almost immediately, thousands of loyalty-challenged individuals were identified and apprehended by the new Unity Corps. New information campaigns enable citizens young and old to inoculate their minds from indoctrination through daily Patriotism Reinforcement Exercises. Many
Super Earth citizens also took the fight into their own hands, forming Neighborhood Watch & Constitution Study groups. Millions of citizens also opted-in to install surveillance in their homes, ensuring that if they fall victim to
Illuminate mind-influence, their neighbors will be protected.
Pre-Dissidence Program

The Pre-Dissidence Program is one of the programs conceived by the
Centre for Civilian Surveillance and Safety, launching alongside the Singularity Party on Widow's Harbor on May 15th, 2185, with the mass gatherings serving as an ideal inaugural operation.
Incorporating recovered
Automaton components - particularly neural processors and optical lenses - this new initiative was intended to safeguard citizens by analyzing a suite of “Dissidence Metrics,” such as CCS test responses, patriotic expressiveness rate, purchasing habits, and unconventional fashion choices.

Little is known about the Lifelong Post-Infraction Atonement Program, though judging by the name and the description of the BP-77 Grand Juror armor from the "Force of Law" Warbond, the aim of the program is likely to make former dissidents give back to the community after serving time in Freedom Camps, which they will do for the rest of their lives. One part of this program is polishing every gilded detail of the BP-77 Grand Juror to perfection as a form of atonement. Participation in this program is undoubtedly mandatory.
Trivia
- The FREEDOM Act is very likely a tongue-in-cheek reference to the PATRIOT Act that was enacted in the United States following the September 11 attacks and the 2001 anthrax attacks with the stated goal of tightening U.S. national security, particularly as it related to foreign terrorism. This is fairly obvious as the act, USA PATRIOT, is an acronym for “Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism." In either case, the law granted law enforcement more powers to prevent terrorist attacks.
- The
Ministry of Unity is very reminiscent of the Ministry of Love from George Orwell's Nineteen Eighty-Four, mostly in the way it monitors for thoughtcrimes in the civilian population and has "Loyalty Officers", which seem to fill the same role as the "Thought Police" from 1984.

Super Earth. Presumably, PermaCura's products are used by the
Ministry of Unity's first responders to administer life-saving treatment in case of emergencies - provided the injured citizens can afford them, of course.
PermaCura is known for manufacturing and distributing the Super Earth Combat Stims that are used by both the
S.E.A.F. and the general civilian population. The
Ministry of Unity, of course, ensures that these and other PermaCura products are safe for democratic consumption by the citizens of the Federation.
