The
Ministry of Expansion (MoE) is a federal executive Ministry of
Super Earth. It is responsible for terraforming and resource extraction as well as the expansion, management and development of Super Earth's colonies on planets all across the Galaxy. Each colony is managed by an executive official known as the Colonial Overseer (or Planetary Overseer) who is elected into office, much like other Super Earth officials. Presumably, all Colonial Overseers work closely with the
Ministry of Expansion.

The
Ministry of Expansion is responsible for leading the
Federation's efforts to democratize the entire Milky Way by discovering, surveying, terraforming, settling and mining all planets that are found to be suitable for colonization. To this end, the Ministry works closely with corporations such as Ulterior Industries, and presumably the Super Earth Terraforming Company and Super Earth Construction Company, as well as the
S.E.A.F. to ensure well-organized, safe and efficient colonization efforts. The
Ministry of Expansion also conscripts additional volunteers whenever a given colony is in need of more workers.
Among the many resources sought by the
Ministry of Expansion to fuel the
Federation's future is the oily substance known as Element-710, used to power the Alcubierre Drives that allow for faster-than-light travel, and commonly extracted from decomposing
Terminid bodies. During the expedition into the
Terminid Gloom in 2185, survey results proved pleasantly fruitful as they confirmed that Gloom-mutated Terminid populations are saturated with high-yield specimens; it was projected that Gloom-saturated planets would be able to net up to 436% greater Element-710 yields than non-saturated planets. In light of this, the
Ministry of Expansion appointed a special Gloom Exploitation Committee, to be headed by trusted E-710 industry leaders.
The planets chosen by the
Ministry of Expansion for galactic expansion have to fit certain requirements, the most obvious being habitability. For example, the inhospitable and unstable volcanic environments of K, Mox and Fury were unsuitable for extended human settlement until December of 2185, when the metallic
Automatons took advantage of their artificial forms to seize these lava-covered planets and steal their rich mineral resources. Initial attempts to liberate the Magma Planets have met with limited success, but thanks to a trailblazing strategy spearheaded by the
Ministry of Expansion, these worlds and their mineral resources would be secured as part of the preparations for Operation Free Space.
Another example is the beautiful but remote planets of Brilliance, Luxuriant and Big Rock, which remained undeveloped since the conclusion of First Galactic War-era nuclear testing, instead being designated as protected natural parks. However, in May of 2186, the
Ministry of Expansion would approve a residential development plan for the planets.

Ulterior Industries uses the logo of the
Ministry of Expansion.
Ulterior Industries, also known simply as Ulterior, is a mega-corporation and the main mining and resource-extraction entity in the
Federation of Super Earth. While officially a private company, Ulterior works closely with the
Ministry of Expansion and is essentially a state-operated business.
Ulterior is the main corporation responsible for securing the most valuable resource to the Federation, Element-710, which is obtained from decomposing
Terminid corpses by Ulterior at an industrial scale.
